πŸ—žοΈ GENERAL SUMMARY & TOP HIGHLIGHTS

Picking up from last night's digest (Tue Oct 27, ~7:05 PM), which led with Israel's election deadlock, the Anthropic IPO filing, Olivia Chow's re-election and the B.C. aftermath.

New today β€” the Bank of Canada raises rates. The Bank hiked its benchmark rate a quarter point to 2.5% Wednesday morning, its first increase in three years, to stop high oil prices from turning into sustained inflation; it also revised its inflation and growth forecasts up and sees inflation staying above 3% through much of next year (Tuesday's Morning Update had flagged it as widely expected).

New today β€” a deadly train crash in Spain. A high-speed passenger train rear-ended another Wednesday morning, killing at least 68 people in one of Spain's deadliest rail disasters. Charts show trains had stopped after an automated signalling failure; the transport minister called the decision to send one train forward onto an occupied track "inexplicable." A crash involving the same carriers nine months ago killed 46.

↻ Following up: Israel's election. Last night's digest had exit polls showing deadlock. Now, as votes are tallied, neither Netanyahu nor challenger Gadi Eisenkot appears to reach a majority, meaning weeks of coalition bargaining or possibly another vote. The Times says Netanyahu may still end up better placed: Eisenkot would likely need Arab parties he has objected to, and some Netanyahu allies are floating a unity government that Eisenkot rejects. 1440 notes record turnout and that Arab-led parties may be kingmakers.

↻ Following up: Anthropic's IPO. Nothing new on the filing itself (see last night). TLDR's commentary β€œAnthropic Raises Concerns” argues the biggest risks to the business are the risks it poses to others, and reports that Broadcom's CEO intervened to seal a $63B Anthropic debt deal, agreeing to protect banks from losses if Anthropic defaulted. Related: ↻ Microsoft's buyout is now put at 27% of its workforce (~60,000 people) in Market Factors, with Wells Fargo estimating US$4.3B in annual savings (last night: "roughly 60,000, about a quarter").

↻ Midterms (six days out, Nov. 3). New angles since last night: the Times reports Democrats secretly stacked Alaska's Senate ballot for Mary Peltola by recruiting extra candidates (including a second "Dan Sullivan") to split the vote against Republican incumbent Dan Sullivan β€” generally legal, but Trump repeatedly demanded she be removed from the ballot; a Times/Siena poll makes South Carolina's Senate race a tossup; about $3.9B will be spent on House and Senate general-election ads. The Economist's editor-in-chief previews a Thursday Insider show on how a midterm drubbing could push Trump to lash out abroad, citing the Economist model's 94% odds of a Democratic House and 53% for the Senate.

↻ RFK Jr. and health. New: Kennedy said Wednesday he will allow widespread access to six unapproved peptide injections popularised by influencers, bypassing FDA scientists who advised against it. (↻ The CDC deputy director's resignation, covered last night, is also in 1440 today.) 1440 adds that Ebola in the DRC has passed 10,000 cases and nearly 5,000 deaths, on track to be the largest and deadliest outbreak on record.

↻ Canada, five follow-ups. Stelco: last night Joly demanded a plan from Cleveland-Cliffs; today Cliffs CEO LourenΓ§o GonΓ§alves told the Globe he intends to call back all 175 laid-off workers before Christmas if Canadians buy Canadian steel, and says 175 is the maximum Canadian layoff (Stelco had said up to 500). UAE: Carney deepened ties with the UAE Tuesday β€” a free-trade agreement, a defence pact and extradition-treaty talks β€” counting on a $70B investment pledge; rights groups object. EU: sources say the EU dropped the "associate member" idea for Canada after pushback from Germany and France, replacing it with "ever closer association" language for the Canada–EU summit starting Thursday. Ottawa: a MAID overhaul bill would permanently bar MAID where mental illness is the sole condition and allow advance requests for conditions such as Alzheimer's. Quebec: Premier St-Pierre Plamondon says his government will abolish the twice-yearly time change, possibly after this weekend's clock change.

↻ Brazil. Last night: FlΓ‘vio Bolsonaro fled to the U.S. Now the Times says he is in Miami and 1440 reports the State Department will grant visas to him and his family despite a court order to surrender his passport in a money-laundering probe.

Smaller items: ↻ the World Series β€” Rays beat the Brewers 4–3 in 12 innings; Brewers lead 3–1 (last night: 3–0), Game 5 is tonight. Labor icon Dolores Huerta died at 96. A Russia–Ukraine local ceasefire in Oleshky began Tuesday (the White House credits Melania Trump). Apple announced M6 14-inch MacBook Pro and iMac (shipping Nov. 6). Wed-evening Market Factors warns of US debt-interest risks.
