Quieter inbox than last night: no main TLDR, Frontend Focus, Market Factors or Economist daily edition arrived this period. The morning newsletters (1440, Globe Morning Update, TLDR Dev, Capital Daily) mostly recap Wednesday, so a lot of it is follow-up to last night's digest. The genuinely new Thursday news: Carney in Turkey, the Canada–EU "associate member" plan, a top Trump health adviser quitting, Trump's Iowa swing, and a Houthi airport strike in Saudi Arabia.

πŸ—žοΈ GENERAL SUMMARY & TOP HIGHLIGHTS

Picking up from last night's digest (Wed Oct 21, 7:05 PM), which led with the critical PHP flaws, the $9B Ottawa–Ontario package with a Ring of Fire road, and the fallout from Alberta's "remain" vote.

New in Canada: Carney in Ankara, and a Canada–EU alliance in the works. On Thursday Carney and President Erdogan unveiled a three-year action plan and "strategic partnership" deepening defence, energy and trade ties β€” the latest stop in Carney's push to reduce reliance on Trump's U.S. ("reliable partners," he said). The Globe's Morning Update reported that a draft joint statement would make Canada an "associate member" of the EU, with co-operation on investment, supply chains and Ukraine, plus a study of new undersea telecom cables to Europe and Asia that bypass U.S. infrastructure; the Montreal summit with von der Leyen is Oct. 29–30 and the scope of associate membership is to be defined by 2027. ↻ Alberta: Premier Smith gave separatists inside the UCP an ultimatum in a video on Wednesday β€” accept Monday's result or leave the party β€” after roughly 75% rejected a second binding separation referendum; organizers are now eyeing influence inside the UCP, some pushing to oust Smith, and she warned infighting could hand the October 2027 election to the NDP. ↻ The U.S. embassy accused Canadian politicians (citing Joly and Ford) of trying to influence American politics over tariff responses, and Air Canada now charges $30 to book by phone.

↻ PHP: more detail, still the dominant tech story. Following up on last night's top item: Atlantic Intelligence calls this "the AI-hacking apocalypse" β€” the two flaws had existed for over a decade, were found with models from Google and OpenAI, and attackers were already probing them while PHP formally disclosed and patched. Beyond the French government site mentioned last night, the Finnish health agency, the Port of Rotterdam, the Paris police and 4chan were reported down while patching, and 1440 adds that Germany, Finland, Belgium, Denmark, the Netherlands and France temporarily took sites offline. The PHP team rated it 9.2/10 severity and worked on the fix covertly (NBC, WSJ); USA Today has protection tips. Patch status for client sites running PHP (8.5.12 / 8.4.27 / 8.3.36 / 8.2.35) is the action item β€” see the spotlight for a second "rotate your secrets" notice from Railway.

US politics and world. The NYT's Evening leads with Trump's weeklong sprint through red states, tonight in Iowa, where Democrats threaten the governorship, a Senate seat and House seats; he is expected to pitch an $8B farm aid package for farmers squeezed by diesel prices, though farmers told the Times his tariffs and the Iran war made things painfully expensive. Calley Means, a top Trump health adviser who helped unite RFK Jr. and Trump behind "Make America Healthy Again," resigned today, reportedly feeling stymied on regulating ultraprocessed foods. Overseas: the Houthis struck a major Saudi airport, killing at least two, and the U.S. ordered some diplomatic staff and families to leave Saudi Arabia. ↻ Russia/Ukraine: after Wednesday's release of Stephen Hubbard (reported last night, with Witkoff heading to Russia), 1440 adds that Putin also agreed to resume U.S.-mediated talks as soon as next month β€” the last round was in February β€” that the U.S. freed no one in exchange, and that Ukraine says the U.S. has resumed sharing early-warning intelligence on Russian missile attacks. ↻ Ebola, now in Nigeria and Kenya per the Globe and a third region of Africa per the NYT, is the most geographically widespread outbreak on record. Also Wednesday: a chemical tank exploded in Toledo, Ohio (evacuations, shelter-in-place) and doctors say Pope Leo XIV needs no further lung-cancer treatment.

Markets and business (Wednesday's close, per 1440). S&P 500 +0.6%, Dow +0.7%, Nasdaq +1.1%; SpaceX shares jumped 7.8% after $14.6B Q3 revenue (+161% year over year). The Energy Department will loan up to 315,000 barrels from the Northeast Home Heating Oil Reserve β€” a first for lowering heating-oil prices. ↻ Meta's $25B New Mexico fine (reported last night) is a late recap; new on the Meta front, Zuckerberg gave the company 96 hours to protect him from California's billionaire tax or he'd sell his Palo Alto home, and Meta restructured. In tech, TLDR Dev notes Claude Duet, a proactive agent in research preview via waitlist for U.S. Pro/Max users, and that OpenAI models are coming to Google Cloud.

Local (Victoria). ↻ Southern Resident orcas: a day after Wednesday's count of 76, Capital Daily reports another calf, J65, a male, likely Tahlequah's, bringing the estimate to 77 (only about half survive their first year). Victoria coun.-elect Wendy Bowkett faces a change.org petition with 2,100+ signatures to resign over online posts; she apologizes for "snarky or mean" comments and says some posts attributed to her are fake. Also: Xavier's Law died on the floor when the snap election was called, and the Sooke recount changed nothing material. Capital Daily also sent a "last email in this drive" fundraising appeal.
