A day dominated by cyber-security news (critical PHP flaws found with AI help), a $9B Ottawa–Ontario aid package that includes a Ring of Fire road, and the fallout from Alberta's "remain" vote. Morning newsletters this period mostly recap Monday and Tuesday, so many of those items are follow-ups to last night's digest. No Economist daily edition or Globe B.C. Insider arrived this period.

🗞️ GENERAL SUMMARY & TOP HIGHLIGHTS

Picking up from last night's digest (Tue Oct 20, 7:03 PM), which covered Alberta's referendum result, the CFB Wainwright inquiry and France's curfews.

New today: a critical PHP vulnerability, found by AI. The biggest fresh story of the day is a pair of critical remote-code-execution flaws in PHP, reportedly discovered by researchers using OpenAI models. The Canadian Centre for Cyber Security urged organizations to patch immediately, warning that unpatched web servers can be made to run unauthorized software. PHP shipped emergency releases (8.5.12, 8.4.27, 8.3.36 and 8.2.35); Frontend Focus says to update now, especially mod_php installs, and TLDR names CVE-2026-109618 and CVE-2026-109619. The NYT's Evening says the flaw sits in a language that some estimates put behind 70% of websites, and that the French government's site was briefly down today. If any client sites run PHP (WordPress, Drupal, Laravel), this is a patch-today item. Related and also new: TLDR flags that eight defective intermediate TLS certificates from India's eMudhra CA put the Internet "on high alert."

New in Canada: $9B in aid and a road to the Ring of Fire. Late this morning Carney and Ontario Premier Ford announced $9 billion in support for tariff-hit steel and auto sectors plus funding for a road to Ontario's Ring of Fire, billed as an "action plan" to protect jobs and make Canada "more independent." ↻ The Alberta storyline kept moving: the Globe's Morning Update looks ahead with roughly 75% having rejected a future separation referendum, Premier Smith now pivoting to the other ballot questions (immigration, constitutional control) and separatist leaders eyeing UCP positions; Andrew Coyne argues the loss weakens Smith and could spark a fight for control of the UCP. 1440 adds that Carney is fast-tracking a Pacific Link pipeline carrying 1M barrels a day to B.C.'s coast. Also from the Morning Update: ↻ the federal budget is confirmed for Nov. 5 (reported last night), the PBO says new spending has already used up Ottawa's extra fiscal room, and Food Banks Canada reports visits hit 2.35 million a month, up 117% since 2019. US Ambassador Pete Hoekstra says partnering with Washington is "under attack" in Canada and the US will look elsewhere if Ottawa pulls back on trade, space and defence co-operation.

↻ Wainwright and France. Following up on the CFB Wainwright fire (four dead; last night's digest said 39 injured): the Morning Update says 33 members remain hospitalized, while Capital Daily, which says 33 injured, profiled an Island mother whose son died. The Globe and Capital Daily differ on the injured count, so treat the number as unsettled. ↻ In France, the Morning Update reports troops will be deployed alongside police ahead of new Saturday protests, and 1440 says the curfew has expanded to more cities, including parts of Paris and Lyon; it also reports Italy sent 500 troops to Milan amid looting over fuel prices and cost of living.

U.S. and world. Russia freed American prisoner Stephen Hubbard, 74, who was held more than four years; Trump's special envoy then called Putin a "humanitarian" (NYT, today). A new NYT/Siena poll (Oct 12–19) has Democrats ahead by 11 points on the House ballot with Trump's approval at a new low, though only 28% are satisfied with the Democratic Party. ↻ Witkoff, fresh from meeting Zelenskyy in Norway, is flying to Russia. In Sudan, drone strikes on a market in the disputed, oil-rich Abyei region on Monday killed at least 153 people, with officials blaming the army. The Economist's Insider podcast focuses on the Saudi–UAE rivalry that is worsening conflicts in Yemen, Sudan and the Red Sea region. Other items: a New Mexico judge ordered Meta to pay $25 billion over data-privacy deception; the Supreme Court blocked immediate denial of certain gender-transition treatments to federal inmates; Super Typhoon Champi hit sustained winds near 185 mph.

Tech and markets. Musk says Tesla and SpaceX have formed committees to discuss a potential merger (TLDR; the NYT pegs a combined firm near $3.5 trillion). Anthropic's draft S-1 leaked: TLDR reports a net loss of more than $80B in the first half of the year and a possible ~$750B of compute spend in coming years. Markets: US stocks closed mixed Tuesday (1440: S&P +0.3%, Dow +1.0%, Nasdaq flat); Brent crude fell 0.7% after topping $111; US pending home sales fell 7.3% in September to the lowest since 2001; Salesforce agreed to buy Braze for nearly $5.7B. In Globe Market Factors, Scott Barlow notes Oracle's credit default swaps near 2.9%, almost triple a year ago, and Canadian September home sales fell 8.0%.
