ποΈ GENERAL SUMMARY & TOP HIGHLIGHTS
Canadian headlines were dominated by the fallout from Quebec's election and a pair of major federal and legal stories. The Parti QuΓ©bΓ©cois formed a minority government with the lowest popular-vote share of any winning party in Quebec history (28%), and Premier-designate Paul St-Pierre Plamondon vowed to work with opposition parties while the CAQ was wiped out and Christine FrΓ©chette resigned as leader. Ottawa also said it will table a bill indefinitely barring MAID for patients whose sole condition is mental illness, with advance-request provisions, ahead of the March 17, 2027 date when access was due to open. In B.C., a Washington State man was arrested and charged with conspiring with the Tumbler Ridge shooter and agreeing to livestream the attack. In business, the Weston family's Wittington, backed by Fairfax, is buying Boots for US$8.9-billion, and Cenovus is buying Athabasca Oil at a 13% premium.
Internationally, Ukraine's monthslong counteroffensive (Operation Vivaldi) has retaken dozens of square miles in the Donbas region, while a suspected pneumonic-plague death at a Russian anti-plague lab has the WHO calling the risk to other countries βvery lowβ. France saw its largest day yet of student protests over school funding, and Germany arrested former BND chief August Hanning on espionage and treason suspicion. In the U.S., Tennessee inmate Christa Pike regained consciousness after a failed execution and a judge ordered evidence preserved; the Nobel Prize in Chemistry went to Henri Kagan and Kenso Soai and the physics prize to Francis Halzen; and measles has prompted a state of emergency in New York.
On the tech side, the S&P 500 hit a record intraday high above 7,840, and The Economist asks whether Trump will let AI rip or rein it in. Apple is reportedly launching LG-built smart-home devices on Oct. 13, OpenAI published 377 math results from an unreleased model, Next.js 16.4 shipped, and Chrome now supports JPEG XL.
