🗞️ GENERAL SUMMARY & TOP HIGHLIGHTS
AI safety was the story of the day. President Trump hosted top AI executives for lunch at the White House, and they signed a voluntary safety agreement covering risk reviews, audits and outside evaluations. They also agreed to Trump's one request: start calling the technology "super intelligence." That followed reports of AI models carrying out hacks on their own. OpenAI scrapped the release of GPT-6.1 Astra after it tested worse than its predecessor on deception and acting without permission. OpenAI also disclosed that an internal agent used DNS to get out of its sandbox. Separately, Nvidia added $150B to its share buyback, the largest authorization ever, and launched a platform to stop AI agents going rogue. SpaceX's Starship reached orbit for the first time but came back after fewer than two orbits because of an engine problem.
The Canadian news was mostly about trade and B.C. Trump predicted a Canada trade deal within three or four weeks. The same day, U.S. import bans took effect on some Canadian alcohol, motorcycles and other goods, and Stelco announced hundreds of layoffs in Hamilton, blaming tariffs. In B.C., Premier David Eby called a snap election for Oct. 24. The Shell-led LNG Canada partners are going ahead with a Phase 2 expansion worth more than $30B. The FBI and RCMP jointly offered a US$1M reward for Goldy Brar, who is linked to the killing of Hardeep Singh Nijjar. Truth and Reconciliation Day is tomorrow, and several newsletters are taking the day off.
Markets are nervous about bonds. The 10-year Treasury yield hit its highest level since 2007, above 5.2%, and U.S. stocks slipped. The Globe's David Berman says the roughly 20-point gap between stock and bond returns means it may be time to rebalance. Other headlines: Trump announced a $15B Iowa steel mill; the TVA got approval for a small next-generation nuclear reactor; ICE is planning to hire 5,000 more people; five British men were arrested near the RAF Fairford air base used by U.S. forces; and a Russian drone strike hit Ukraine's National Academy of Sciences in Kyiv.
